Yeah Either that or frankenspriting - Using parts of other sprites and editing them together and changing around colours.
Here, People usually use GIMP or Paint for spriting.

And yes, what the other people say are true. These are usually done via scratch, frankenstining, or some combination of the two.

Eyedropper and pencil tool is all you need =P

GIMP and paint both have that and more. xD
Only main difference from photoshop: They're free.

Photoshop has a crap load more features then GIMP and paint :phoenix:

Its just take really, Eyedropper and pencil tool are all i use for sprite editing.
